1) How can Congress or the federal government justify treating Alaska Natives differently than Native Americans in the continental United States? Does it seem like ANSCA is unconstitutional in some of the things that it did?
2) Hunting and fishing have always been vitally important to Alaska Natives. Subsistence hunting and fishing has a legal priority in Alaska that is not seen in other parts of the U.S. This recognition of hunting and fishing rights by Natives even supersedes laws such as the Endangered Species Act and the Marine Mammal Protection Act. Does this seem fair and legal?
